State rules would cut predatory debt collection



"New York has proposed changes that would make it harder for the expanding debt collection industry to take advantage of people.

The state has received 13,000 complaints about deceptive and abusive debt collectors in the last 18 months. More than 500 of those complaints were from people in the city of Syracuse, said Matt Anderson, of the state Department of Financial Services.

One of the biggest changes would be protection against "zombie debt" -- debts whose statute of limitations have expired. Debt collectors would have to tell the consumer that the debt they were trying to collect was beyond the statute of limitations and that the consumer could use that as a defense against paying."
