Abstract: The Health Insurance Portability and Accountability Act (HIPAA) became law in 1999. In 2009, the Health Information Technology for Economic and Clinical Health Act directed the Department of Health and Human Services to change the HIPAA Privacy Rule. Further, amendments to the HIPAA Privacy Rule are expected to be released soon. This article discusses these changes, specifically the application of the HIPAA Privacy Rule to physicians, the use and disclosure of protected health information, and the concept of patient rights.
