Time for research: Google will tell you that guns and knives are useless against the undead. Zombie-ism can spread like the flu, whole towns taken by contact with the infected. Not surprisingly, Zombies often make government their first target so no alarm against them be raised.
Get a blowtorch and stand your ground. We need to think, "Faaaacts." If the city's utility and other services are much better than other cities' (which they are), and if the purpose of municipal utilities is to enhance services for everyone, including county residents (which they do), and if the difference in rates is actually not very wide (which it isn't), maybe this is just a solution looking for a problem.
