"The CAP is accustomed to working with the traditional duality of congressional legislation and bureaucratic regulation, but government agencies are increasingly taking leeway as a polarized Congress legislates less. As legislative partisanship grows, legislative productivity drops, and our opportunities to effectively defend our profession shrink. We must all work together so that we are poised and ready for opportunity as it arises."
